UPDATE TO ACTION ALERT UPDATE December 31, 2002 See Action Alert Update, March 2002. UPDATE TO URGENT ACTION ALERT (A NATIONAL THREAT) March 6, 2002: H. Con. Res. 275 passed the U.S. House by a "voice" vote with an all but empty chamber in attendance. It is unknown, at this time, IF ANY Reps from Michigan were there for the voice vote. There were several objections raised by members of the House and it passed only with a motion to reconsider. The vote was a fait accopli, largely because it's a non-binding resolution. While this resolution is non-binding (concurrent resolutions normally are not legislative in character since not "presented" to the President for approval, but are used merely for expressing opinions. A concurrent resolution is not equivalent to a bill and its use is narrowly limited within these bounds.) it is nonetheless an example of how irrational, radical, emotional, and extreme the dove shooting agenda has become. They have tried EVERYTHING...now they will do ANYTHING...regardless of the serious problems facing the nation at this time, regardless of lack of the scientific research required to make such a decision of renegotiation, regardless of the fact that the mourning dove population is significantly declining, regardless of the fact that the month of August is part of the prime nesting season, regardless of the potential damage - that should not be under estimated - that could result to the integrity of an international conservation agreement and the underlying protections currently afforded to ALL Migratory Birds, regardless... So why are special interests pursuing a non-binding concurrent resolution? Congress does not have the authority to change, modify, or negotiate the Migratory Bird Treaty Act. Dove shooting proponents simply want to "use" this as a "message" to push and assist their agenda of shooting the protected songbird populations in the non-hunting states. 275 is on the move and headed for the U.S. Senate: on 3-7-02 it was received in the Senate and referred to the Committee on Environment and Public Works.
